Lots of activity. Great feedback scores. Consultants who deliver 100 slides, and absolutely zero behavior change.

Here's what makes it dangerous: it's safe. When the transformation fails, you can point to the activity. "We tried. We invested. We did the workshops." Nobody gets fired for hiring McKinsey and running a training program, even when nothing moves.

Activity isn't change, though. Agreement isn't adoption. Attendance isn't transformation. A 4.8 feedback score means exactly one thing: people enjoyed the workshop. It doesn't mean they'll do anything different on Monday.
